RightsNow! Team Meets with Disability Experts in Peru

Sharing information to strengthen implementation and enforcement of disability rights legislation in Peru

In late November 2016, a RightsNow! team of U.S. disability experts traveled to Lima, Peru to meet with disability leaders, other leaders of civil society organizations, and government representatives. The RightsNow! team gathered information to analyze the status of implementation and enforcement of the Convention on the Rights of People with Disabilities (CRPD) and national legal frameworks safeguarding the rights of people with disabilities, while identifying topics for future support to promote the enforcement of national disability laws.

The introductory field visit was facilitated by CODIP (Comisión de Damas Invidentes del Perú–the Blind Women’s Commission of Peru), a Disabled People’s Organization that works on various advocacy initiatives in partnership with other DPOs and civil society organizations. The RightsNow! team and CODIP brought together leading DPOs, human rights groups, NGOs, and government representatives. The discussed priorities included:

  •   Access to justice,
  •   Inclusive education,
  •   Accessible information,
  •   Public policy, and
  •   Transportation.

During the RightsNow! visit, a number of cross-disability working groups were set up to work with various ministries and connect with broader civil society through the Round Table on Disability and Rights (La Mesa de Discapacidad y Derechos). These working groups and La Mesa continue to provide DPO input on inclusion and public policies to the ministries of culture, justice, and transportation and communications.

In May 2017, a RightsNow! team of U.S. experts will return to Peru to conduct trainings based on local priorities and the U.S. experience of effectively promoting implementation and enforcement of disability rights legislation.
