Access on a High School Tour in Mexico

The humidity in Mexico's night air wrapped itself around Robin Sutherby as she joined her teacher and classmates to stroll slowly down the road. In town, they headed into a piano club tucked away under the brewing clouds. Having visited the beaches of Acapulco and browsed the silver crafts in the city of Taxco by day, this break in their two week Spanish class tour abroad seemed just right.

“There was a musician playing a fast, hot sound. It started thundering and lightning outside, and rain poured down as we were sitting listening to this piano music playing.”

Making Inroads in Increased Participation

Legacy International has been administering U.S. Department of State-sponsored exchange programs for people from all different age groups for decades. They see more participants with disabilities on exchanges traveling to, rather than from, the United States. So, on the American Youth Leadership Program on environmental stewardship to Cyprus, Legacy International aimed for, and achieved, a U.S. delegation that included 40% of the participants with apparent or non-apparent disabilities.

Online Resources to Get Started

The U.S. Department of State offers study abroad scholarship opportunities for American high students and strives to represent the diversity of the United States, including persons with disabilities, in all exchange programs. Each year, almost 2,000 U.S. Department of State-sponsored exchange students from over 50 countries, all of whom have undergone a competitive, merit-based selection process, spend the academic year in communities across the United States. Exchange students can help bring the world into your home and community.

His bags were packed, his passport and flight tickets were in hand, but three days before he was to fly into Beijing, Nathan Liu still didn’t have a confirmed host family on his high school study abroad program. He hadn’t considered that the delay could have something to do with his being blind until a friend raised the question: “Are some countries more accessible than others?”

After months of getting ready for his language immersion experience in China, Nathan was taken aback by the possibility that perhaps China wasn’t ready for him.

High School Exchange Programs at the U.S. State Department

The full participation of youth with disabilities in international exchange is a critical step in increasing independent living skills, accessing post-secondary education opportunities, and pursuing competitive employment. International exchange also provides an understanding and respect for other peoples and cultures, cross-cultural competencies, including foreign language proficiency, and a true global perspective.

Tracing the Steps of a Deaf Leader through France

As a teacher at the Wisconsin School for the Deaf, my students started a project to assist their peers who struggle with reading. Although my students are fluent English readers, the vast majority of the school’s freshmen students are English Language Learners who cannot read at the 9th grade level, which makes novels used for course curricula inaccessible to them.
